• provides clearly-defined goals based on the child's strengths and needs
• is designed to transition children into school programs and/or other community services
• provides measurable gains and achievement of identified goals
• develops the capacity of family members, community service providers, volunteers and paraprofessionals to provide appropriate behavioural interventions that support services.
